Title VI Compliance

Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving Federal financial assistance. Specifically, Title VI provides that "no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance" (42 U.S.C. Section 2000d).

The City of Corning, N.Y. is committed to ensuring that no person is excluded from participation in, or denied the benefits of services provided at the Corning Transportation Center on the basis of race, color, or national origin, as protected by Title VI in Federal Transit Administration (FTA) Circular 4702.1.A.

The City of Corning has developed this LEP (lack English proficiency) plan to ensure that LEP persons have meaningful access to their programs and activities by developing and carrying out a language implementation plan pursuant to the recommendations in Section VII of the DOT LEP Guidance that addresses the identified needs of the population it serves. The plan (1) identifies LEP individuals who need language assistance; (2) provides language assistance measures; (3) addresses staff training; (4) details how to provide notice to LEP persons; and (5) addresses procedures for monitoring implementation and updating the plan.

This plan was developed to guide the City of Corning, NY in its administration and management of Title VI-related activities. The Title VI Coordinator for the City of Corning is:
