Steuben County IDA COVID-19 UPDATE - May 15, 2020 9:30 am: Reopening Guidelines in Phase I to begin May 15th

Overnight, Governor Cuomo issued a new Executive Order which went into effect at 12:01 a.m. for regions which are scheduled to re-open today under Phase 1, which includes the Southern Tier.  Among other things, this Executive Order addresses the reductions and restrictions on the in-person workforce at non-essential businesses which will allow certain businesses to reopen.


Phase I businesses include:

  • Manufacturing

  • Construction

  • Wholesale Trade

  • Retail - Curbside Pickup

  • Agricultural, Forestry and Fishing

In order for businesses in these categories to reopen, they need to go to the following website where they will have access to the business reopening guidelines for their specific industry and a mandatory attestation which is required to be submitted prior to reopening. Businesses previously permitted to continue to operate as an "essential" business or those that operated in in support of an essential business can continue to operate but may be subject to additional health related requirements. Also, a new tool is now available to help companies determine whether or not a business is eligible to reopen, and the public health and safety standards with which a business must comply. This tool uses information about the company County and NAICS code. Please visit


Please also continue to check the New York Forward site for guidance that is applicable to your business or certain parts of your business functions.

UPDATE 5/1/20:

  • Counties are coordinating re-opening strategies on a regional basis. Stay current on local procedures by connecting with local county websites. If you have questions about what is taking place in your counties and are unable to find the information, please let the Binghamton Small Business Development Center know at

  • The Economic Injury Disaster Loan (EIDL) Program is not currently accepting applications. At this time, we have no guidance on if/when this program would be opened up for additional applications. If you applied previously, please note that the lead time on hearing back from the SBA may be longer than 4 weeks.

  • If you have received either the PPP or the EIDL loans, it is critical to maintain exceptional records. You must discuss with your lenders the nature of the documents they will require for PPP forgiveness. In addition, it is possible that any EIDL loans will need to be accounted for with the SBA at a date in the future. Put your reporting procedures in place NOW to avoid challenges in the future.


UPDATE 4/15/20:

Governor Cuomo Mandates Employers Provide Masks for Certain Employees
On Monday, April 14th, Governor Cuomo signed an Executive Order requiring all essential employers to provide "face coverings" for any employee who has direct contact with the public. This mandate took effect at 8:00 PM, April 15th. Failure to comply is a violation of §12 or 12-b of the Public Health Law. Last night, the NYS Department of Health posted guidance on how employers must comply with this order. Click here for more information on the guidance.

Steuben County IDA COVID-19 April 13, 5:00pm UPDATE:

The Federal Reserve released details on the $600 billion Main Street Lending Program last week which is intended to support small and mid-sized businesses by offering four-year loans to companies employing up to 10,000 workers or with revenues of less than $2.5 billion. Two separate loan programs were created - the Main Street New Loan Facility (MSNLF) and the Main Street Expanded Loan Facility (MSELF). Click here for more details on the April 13th update.

The Federal Reserve just launched the new Main Street Lending Program, a $600 billion lending program to help small- and medium-sized businesses deal with the economic shock caused by the coronavirus pandemic.

  • The Save Small Business Fund: a grantmaking initiative offering short-term relief for small employers in the United States and its territories. Click here for more information and eligibility requirements

  • Verizon Small Business Recovery Fund: a $2.5 million investment from Verizon, we are offering grants to help small businesses fill urgent financial gaps until they can resume normal operations or until other more permanent financing becomes available.   • Hello Alice COVID-19 Business for All Emergency Grant: supports small business owners impacted by coronavirus. In addition to funding, grant recipients will receive ongoing support from the Hello Alice community. Click here for more information.

  • One Fair Wage Emergency Fund: providing cash assistance to restaurant workers, car service drivers, delivery workers, personal service workers, and more who need the money they aren't getting to survive. Click here for more information.

  • Southern Smoke: Emergency Relief Program: provides emergency funding to restaurant and bar owners and employees, as well as restaurant supplier employees, who are facing unforeseen expenses that cannot or will not be covered by insurance. Click here for more information.
